VOTER REGISTRATION INQUIRIES 19
numerous calls to verify polling place, check on registration,
confirm location of polls

VOTER INQUIRIES ABOUT TIME OFF FROM EMPLOYER TO VOTE        3

POTTAWATOMIE COUNTY - OIBA EP Attorneys contacted
the employer and advised that state law requires at least
2 hrs off to vote, if notice given day before.

CADDO COUNTY - OIBA volunteer was contacted by employee
of Indian tribe who indicated that her employer was
reluctant to let her leave early to drive over an hour and half to
her polling place and wanted to let us know that she may
need assistance in explaining law regarding voting leave to employer.

CADDO COUNTY - Tribal employer would not allow employees
any time off to vote

VOTING MACHINE MALFUNCTIONS/PROBLEMS   2

LOGAN COUNTY (Langston University - Sanford Hall)
Voter waiting since 6:30 am Reported at Langston University that
the only voting machine there would not work or accept ballots,
the light was "on" for the machine, but it would not pull ballots in,
election workers opened the top of the machine and voters
manually put ballots in the top of the machine like a mailbox, One
voter was given a regular pen to mark his ballot, did so and voted
by putting his ballot in the box. He then realized that others were
using a special pen and asked if he could retrieve his ballot to mark
it so it would be sure and be counted, poll workers told him he
could not. OIBA EP ATTORNEYS contacted Logan County Election
Board who advised the machine was replaced at 8:00 a.m. the
ballots cast earlier that were not scanned will be scanned tonight
       they advised.

OKLAHOMA  COUNTY  (Polling Place at  NE 16th & MLK)
Malfunctionng Voting Machine, Was Not Properly Counting
Votes, Poll Workers Reported that they would Hand Count
Tonight. OIBA EP ATTORNEYS were not able to verify nature of
the malfunction or what was observed.

VOTER SUPPRESSION/INAPPROPRIATE BEHAVIOR3

POTTAWATOMIE COUNTY (Pink Town Hall, Precinct 27)
At least 2 voters (one American Indian) stated that a male poll
worker was instructing every voter to vote for the "Eagle" if they
wanted to vote a "straight party ticket." The poll worker did not
distinguish between democrat straight party or republican straight
party vote, but simply told every voter to vote the "Eagle" for
a straight party vote. The 2 voters reported many elderly people
voting at this precinct. The voter figured out that the "Eagle"
is a straight party vote for the republican candidates. OIBA EP ATTORNEYS
CALLED BOTH THE POTTAWATOMIE COUNTY ELECTION BOARD
AND THE STATE ELECTION BOARD BUT COULD NOT GET
THROUGH ON PHONE LINES. A CALL WAS MADE TO THE
SHERIFF'S OFFICE BUT THEY CONTINUED TO REFER ATTORNEYS
TO THE ELECTION BOARD. ATTORNEYS CONTACTED
DIANA KNIGHT, ELECTION BOARD SECRETARY AT ABOUT 2:20 P.M.,
WHO VERIFIED THAT THIS ISSUE WAS REPORTED TO HER BY
STATE ELECTION BOARD SECRETARY MICHAEL CLINGMAN. MS.
KNIGHT SAID THAT SHE ADDRESSED THE ISSUE WITH THE POLL
WORKER AT ABOUT 9:00 A.M. AND DID NOT BELIEVE IT WAS
INTENTIONAL.

OKLAHOMA COUNTY
Law student Election Protection volunteer who was helping voters
outside of restricted area of polling place was screamed at by motorist
who accused her of telling voters who to vote for when she was actually
providing assistance to voters.

POTTAWATOMIE COUNTY
Caller reported seeing dufflebags being removed from voting area with
what she believed to be ballots on Monday in the middle of the day.
OIBA EP ATTORNEYS CONTACTED DIANA KNIGHT, POTAWATOMIE
COUNTY ELECTION BOARD, She stated that the citizen probably saw
poll workers picking up supplies which were in blue dufflebags, not ballots.
Ms. Knight indicated that ballots are not placed in dufflebags and
are collected and handled at the end of the day, not the middle of the day.

POLLING PLACE CONFUSION2

CADDO COUNTY - Sunset Elementary School, Anadarko
voting location was poorly marked

OKLAHOMA COUNTY - Precinct 484, 1st Free Methodist Church
1900 NW 13th St., Oklahoma City, OK

Voter reported that due to power problems at the polling place where only 1
outlet would work,  only 2 of the 4 voting machines were functional. Poll officials
told voters to put state question ballots in one machine and candidate ballots
in the other and if they put a ballot in the wrong machine it would not
be counted. Voter asked for a sign to be put up over each machine to clarify
which was which and poll worker refused and said she would be fired if she
did that.
